The draft treaty of the European Union constitution is, for the moment, at a standstill. History hesitates. The moment is favourable for a popular initiative in favour of the democratic development of a constitution for the European Union, so that the people can say which type of institutions they want.

A campaign for the election by universal suffrage, with proportional representation and on the same day, in the 27 States of the Union, of a Constituent European Assembly will be the first step for the construction of a democratic European Union. It aims at setting the European democracy at the center of the European public space. Who can be democratic and refuse the election of a Constituent assembly? Who can claim to be pro-European and refuse a democratic Constitution?

FOR A EUROPEAN CONSTITUENT ASSEMBLY, ELECTED BY UNIVERSAL SUFFRAGE, ON THE SAME DAY, IN THE 27 COUNTRIES OF THE EUROPEAN UNION

The draft European Union Constitutional Treaty (EUCT) is for the moment at a standstill. However, in the silence of the cabinets, various solutions are considered.

- An intergovernmental Conference (IGC) decides to leave it at that.

The European Union then continues to live on the treaties in force which serve as a substiture for a constitution, not very democratic.



- An IGC takes over the EUCT and following some marginal modifications to take into account some objections, again submits it to ratification in a little while. Part III of the draft treaty, which is not necessary, could be abandoned.

- The draft is taken over by the same Convention or another Convention made up of Members of the European Parliament and members of national Parliaments.

These methods are somewhat un-democratic. The resulting draft treaty will not be more democratic than the original one.

To obtain a democratic procedure for the elaboration of the Constitution, the undersigned require:

- The election by universal suffrage of a Constituent European Assembly. Everyone will then be able to present proposals on the European public arena, and these proposals will have to be discussed.

- The Constituent Assembly will have to write a Constitution of the European Union which organizes the respective powers of national and European institutions and, for the latter, the respective roles of the Legislative, the Executive and the Judiciary. And nothing else.

- This Constitution will have to be ratified by a referendum on the same day in all the countries of the EU. A constitution must be a strong act which commits first and foremost the peoples more than the governments.

The time has come to call on the peoples so that they can say which type of institutions they want for the European Union. A campaign for the election by universal suffrage, with proportional representation and on the same day in the 27 States of the Union, of a Constituent European Assembly will be the first step for the construction of a democratic European Union. It will place both Europe and Democracy at the center of the European public space. It will involve the whole of the EU peoples in the debate which will therefore no longer be reserved to a few peoples or political leaders.

Who can be democratic and refuse the election of a Constituent assembly? Who can claim to be pro-European and refuse a democratic Constitution?
